European passenger rights depend on departure, destination and carrier, rather than passenger nationality. For Marrakech, departures from the EU are covered regardless of carrier; flights from Morocco to the EU must notably be operated by an EU carrier. The rules also cover Iceland, Norway and Switzerland as defined by the official scope.
An arrival delay of at least three hours or a cancellation may qualify for compensation, subject to conditions and exceptions, including extraordinary circumstances. Payment is not guaranteed.
Time limits for legal action depend on applicable national law: there is no general rule requiring a claim within two months. Complain to the airline first and check the time limit in the country concerned.
